论供给侧结构性改革是适应经济发展新常态的必然要求

Supply-side Structural Reform is the Inevitable Requirement of the New Normal of Chinese Economy

当前学界关于供给侧结构性改革的实质内涵和政策主张都存在较大的认识分歧,根源在于对我国当前面临的形势缺乏深入的剖析和科学的判断。文章揭示,我国当前经济发展中结构性的问题最为突出,根源在于背后的体制性因素,因此经济增速放缓的主要原因在供给侧,供给侧结构性改革是当前形势下的必然要求。供给侧结构性改革重在通过改革的方法解决结构性和体制性问题,根本上是要通过制度创新优化政府与市场之间的关系。简政放权、放管结合、优化服务是优化政府与市场关系的重要抓手,同时还需要政绩考评制度和财税制度等一系列制度的适应性改革。

Currently,there is a big divergence in the essence and policies about supply-side structural reform,which is rooted in the lack of indepth analysis and scientific judgment on the current situation about Chinese economy.We reveal that,structural problems are the most prominent reasons,rooted in the institutional factors behind.So the main reason for Chinese economy slowdown is in the supply-side,supply-side structural reform is the inevitable requirement to adapt to current situation.On the other hand,supply-side structural reform is to solve the structural and institutional problems by means of reform.It is essential to optimize the relationship between the government and the market through institutional innovation.To streamline administration,delegate more powers to lower-level government and society,improve regulation and optimize services is an important starting point to optimize the relationship between the government and the market,but also need to reform the performance evaluation system,fiscal and tax system and so on.
