海洋强国战略背景下我国海洋综合管理转型升级路径初探

Preliminary Study on China's Transition and Upgrading of Integrated Coastal and Ocean Management(ICOM) under the Background of the Marine Power Strategy

海洋强国战略是我国当下海洋重大部署,而作为重要的支撑与后盾,我国海洋综合管理中存在资源过度开发、海洋生态与可持续发展能力衰减、海洋管理体系落后、海洋机制不健全、部门分散与权责不清等方面的问题,海洋综合管理亟待转型升级。文章在分析海洋综合管理核心内容的基础上,对比研究世界海洋管理先进国家和地区的管理模式、特点与值得借鉴的经验,试探性提出我国海洋综合管理升级转型需技术创新、资源整合、机制优化、人才建设四轮驱动来完成,并提出相应的政策建议。

The Marine Power Strategy is a significant deployment of China nowadays.However,as the crucial supporter of this strategy,the Integrated Coastal and Ocean Management(ICOM)is suffering a series of problems such as resource over-exploitation,deterioration of marine ecological and sustainable development capacity,backward marine management system,imperfect management mechanism,separate management of multiple departments,and indistinct rights and duties.Thus,the transition and upgrading of ICOM is urgent.On the base of analyzing the core contents of ICOM,this research has made a comparative study of patterns,characteristics and experiences of the advanced countries and regions in ocean management.This thesis tentatively puts forward"four-wheel drive"to complete the process of the transition and upgrading of ICOM,namely,technological innovation,resource integration,system optimization,and talent construction,and also this thesis offers some corresponding policy designs.
