面向水资源安全的绿洲受水区水资源配置方案评价--以克拉玛依市为例 被引量:3

摘要 水资源安全问题已成为制约克拉玛依市经济发展的重要因素。通过调查克拉玛依市水资源开发利用情况,从空间配置、时间配置、用水配置、水源配置等方面入手,设计两个步骤来解决:(1)选取12个用水指标构建水资源安全评价体系,应用层次分析法构造判断矩阵,并确定各指标因子的权重;(2)拟定各类需水方案、供水方案组合叠加生成调度运行方案,形成水资源配置方案集,并设置各方案的水资源安全评价指标,再运用层次分析法优选WRMM模型配置结果,然后对克拉玛依市2011年水资源安全状况进行评价与分析。结果表明,基于水资源安全评价指标的最佳水资源配置方案8,供水保证率达到100%,水资源开发利用率为57%,灌溉水综合利用系数为0.75,为提高克拉玛依市水资源利用率、保障区域用水安全提供科学依据。 Water resource security problem has become one of the important factors which restrict the economic development of Kara-may.Based on the investigation into the development and utilization of water resources in Karamay,an evaluation index system for waterresource security was established.Considering the space,time,water use,and water sources,we took two steps:(1)We selected1-inde-xes to build the water resource security evaluation system,and used the analytic hierarchy process(AHP)to build a judgment matrix soas to determine the weight of each factor.(2)We combined various ty pes of water demand and water supply schemes to gener ate variousdispatching schemes,and thus form a water resources allocation scheme set.At the same time,we set up water resource security indexesfo r each scheme,and used AHP to select the optimum results of the WRMM model.Then we evaluated and analyzed the water resourcesecurity situation of Karamay in-011.According to the water resource security index system,the optimal water resources allocationscheme was Scheme8,whose water supply guarantee rate w as up to100%,water resources ex ploitation rate was57%,and irrigationwater utilization co efficient was up to0.75.This research has provided a scientific basis for utilizatio n of water resources andmanagement of water resource secur ity in Kar amay.
