摘要 研究从"谁保护,谁受益"、"谁使用,谁付费"、"谁污染,谁负责"的角度出发,综合考虑生态保护总成本法、水资源价值法和水质补偿赔偿法的优点,确立了基于水量、水质修正系数的饮用水源保护区生态补偿标准核算方法,并以杨木水库为例估算了用水地区对杨木水库生活饮用水源保护区所在地的生态补偿额度:16 746.06万元/年,即用水地区每年向水源保护区所在地支付16 746.06万元作为生态补偿资金。所建核算方法避免了传统方法仅考虑单一因素的计算,较为全面的反映生活饮用水源保护区生态补偿的实际情况,对生态补偿机制的建立具有一定参考作用。 From the point of view of"whoever benefits from the environment must protect it","whoever uses natural resourcesmust pay"and"whoever pollutes the environment must be held responsible for it",this paper comprehensively reviews the advantages of the total cost of ecological protection method,w ater resources value method,and water quality compensation method,and proposes a calculation method of ecological compensation standards for drinking water source protection areas based onwater quantity and water quality correction coefficients.It takes Yangmu Reservoir as an example,and estimates the ecologicalcompensation amount for the drinking water source protection area of Yangmu Reservoir:167.4606million Yuan/year;that is,the wateruse area should pay167.4606million Yuan per year to the water source protection areaas ecolog ical compensatio nfunds.This method has avo ided the defect of the traditional metho d,which only considers a single factor.It can reflect the actualsituation of ecological compensation for drinking water source protection areas,and can provide reference for the establishmentof an ecological compensation mechanism.
