实现"十三五"扶贫战略目标是全社会的共同责任,土地整治是扶贫开发的重要平台,扶贫开发是贫困地区土地整治的一个主要目标。为了提升土地整治对扶贫开发支撑能力,一要明确向贫困地区倾斜的土地整治工作原则;二要准确诊断扶贫开发对土地整治的需要,实施土地整治精准扶贫;三要创新土地整治扶贫机制,切实提升脱贫致富能力;四要改革土地整治运用机制,形成土地整治扶贫合力;五要加强公众参与过程性管理,提高土地整治工程质量;六要重视土地整治项目的后期管护,延伸土地整治的脱贫致富支撑能力。

Realizing the strategic target of poverty alleviation for the period of the13th Five-Year Plan from2016through2020is a common responsibility of the whole society.This is a strategic target in which land consolidation and improvement is an important platform for the development of poverty alleviation,and the development of poverty alleviation is a major target of land improvement in poor areas.In order to improve the ability of land improvement to support the development of poverty alleviation,we must lay emphasis on the following:clearly defining the principle of land improvement leaned toward poor areas;accurately determining the need for the development of poverty alleviation through land improvement,and implementing the targeted poverty alleviation;developing new poverty mechanisms of land improvement,and in a practical bid to raise the ability of poverty alleviation;reforming the mechanism for the use of land,and forming a synergic poverty alleviation through land improvement;enhancing our efforts to manage the whole process of the public participation,and improving project quality;paying attention to the post-operational management of the land improvement project,and extending poverty alleviation supporting capacity through land improvement.
