摘要
以国土、城建、林业部门为例,基于现行土地分类标准的构成与特点,目前土地分类标准存在的问题可归纳为:从标准形成的外部条件上,部门分类标准之间没有体现明确的协同关系;从标准制订的主体内容上,部门土地分类标准之间不能有效对接。统一部门土地分类标准的思路:(1)以不动产登记为契机,建立相关部门协同工作体制机制;(2)对部门土地分类标准进行整合,构建统一的土地分类体系框架;(3)进一步加强土地分类基础理论研究,建立专门的土地分类制度。
This paper points out the problems regarding land classification criteria that the departments which are responsible for land resources,urban construction,and forestry face in their work.From the external conditions,specific synergic relationship between departmental classification criteria has not been represented.As for the main content of standard working,the departmental land classification criteria has not been reached an effective connection.How can we seek a unity of departmental land classification criteria?This paper argues that we should use the chance of registration of real estates to establish systems and mechanisms for cooperative working of related departments.On this basis,we should integrate the departmental land classification criteria,and establish a unified framework of systems to underpin land classification.In addition,we should further enhance efforts to research basic theory of land classification,establish special land classification system.
