浅谈河南省粮食生产核心区土地生态文明建设

Construction of Land Ecological Civilization in the Core Area of Grain Production in Henan Province

河南省粮食生产核心区土地生态文明建设主要问题在于:土地生态文明建设目标不够明确,土地整治与生态文明耦合作用机理尚未查明,支撑该区域土地生态文明建设的理论依据匮乏。基于生态文明理论、土地可持续发展等理论,应科学界定河南省粮食生产核心区土地生态文明内涵,构建中观(县、乡)及微观(土地整治项目区)等不同尺度的粮食生产核心区土地生态文明建设标准,从工作流程、制度体系和机制体系三个维度创建河南省粮食生产核心区土地生态文明建设路径。

The main problem of land ecological civilization construction in the core area of grain production in Henan Province is that the goal of land ecological civilization construction is not clear enough,the coupling mechanism of land remediation and ecological civilization has not yet been found,and the theoretical basis for land ecological civilization construction is lacking.Based on the theory of ecological civilization and land sustainable development,we scientifically define the connotation of land ecological civilization in the core area of grain production in Henan Province,construct land ecological civilization construction standards at meso-scale(county,township)and micro-scale(land remediation project area),and propose the construction path from the following three dimensions:workflow,system and mechanism.
