摘要
档案治理是公共治理理论在档案场域的应用,是公共治理活动的重要组成部分。对档案治理的内涵、特征和功能进行探析,认为档案治理具有两种理解,从第二种理解出发,对档案治理的特征进行概括;并揭示档案治理的功能,包括提升社会公众档案意识、积聚档案部门社会资本、增加档案公共服务供给、提高档案事务管理效能以及培育社会公共伦理精神等功能。通过以上研究,以期为我国档案治理体系和治理能力建设提供借鉴和参考。
Archives governance is the application of public governance theory in archives domain,and is animportant part of public governance activities.The paper explores the connotation,features and functions ofarchives governance,and thinks that archives governance includes two kinds of understanding.From the secondunderstanding,the paper summarizes characteristics of archives governance;and reveals the functions of archivesgovernance,including to enhance public awareness of archives,to accumulate social capital of archives department,toincrease the supply of public archives services,to improve management effectiveness of archives management and tofoster the public ethical spirit and so on.Through the above research,the paper hopes to provide reference for China'sbuilding of system of archives governance and archives governance capacity.
