一带一路建设中香港的新角色——基于软实力视角 被引量:2

The New Role of Hong Kong in the Belt and Road Initiative: Based on the Perspective of “Soft Power”

摘要 在一带一路实践中,提升国家软实力的重要性日渐明显。我国经济快速发展,但在软实力方面,与一些发达地区的差距依然存在。本文提出,香港拥有较为成熟的社会管理模式、优质的教育和科研资源,可通过构建适应一带一路的国际法框架、建立具公信力的新评级体系等金融和会计专业服务,直接服务于内地"走出去"的企业。 “Soft power”has been realized as an important factor underpinning the successful execution of the One-Belt-One-Road(OBOR)Initiative.China’s economy has developed rapidly these years,but its soft power is weak compared to developed countries and districts around the world.This paper argues that Hong Kong can help China's Mainland to enhance its soft power.Hong Kong’s pluralist approach to governance and quality education can help China to improve its institutional reforms and practices.Besides,the vibrantly developed professional services sectors in Hong Kong can directly support the industries in China's Mainland,from engagement with international law,financing infrastructure and credit rating,talent management,project and risk management,and community relations,and so on.
