以自贸区法治创新推进深港深度合作

Promoting the Integration of Shenzhen-Hong Kong with the Innovation on the Rule-of-Law in China(Guangdong)Pilot Free Trade Zone

深港两地联系有着深厚的历史基础。广东自贸区前海片区身兼三重使命,理应在粤港澳大湾区背景下,为自贸区的法治化创新探索新的道路,以法治不断推进深港深度合作。但目前深港两地合作还存在着产业结构、要素流动、制度冲突等领域的困难。从法治化解决问题的角度出发,破解前海深港合作僵局的根本路径,在于前海法治的发展和进步,唯其如此,深港深度合作才能实现。

Shenzhen and Hong Kong has a long and profound historical connection.The issue of integration of Shenzhen and Hong Kong has always been the focus of attention.With triple mission carried by the Qianhai of Guangdong Pilot Free Trade Zone,it is destined to explore new ways to continue to promote the rule of law and the integration of Shenzhen and Hong Kong under the Strategy of Guangdong-Hong Kong-Macao Bay Area construction.However,there are still difficulties in the field of industrial structure,flow of factors and the institutional conflicts concerning the integration.On the perspective of the rule of law,the fundamental path to break the impasse in integration lies in the development of Qianhai,only that the deep integration of Shenzhen and Hong Kong could be realized.
