论省级政府公共价值治理的问责与透明度转向研究

Discussion on the Accountability and Transparency Transformation of Provincial Governments' Public Value Governance

针对省级政府公共价值治理的政策供给、绩效评价和第三方问责等方面出现的问题,从基层政府的公共行政执行能力、问责平台建设和第三方声誉角度,构建了政府、利益相关者和第三方组织协同问责机制,探讨了省级政府提升公共价值的方法和路径,以及提高公共价值治理透明度的对策。

Aiming at the problems of policy supply,performance appraisal and the third party accountability in the provincial governments’public value governance,this paper constructs a collaborative accountability mechanism of the government,stakeholders and the third party,from the perspectives of local government’s executive ability of public administration,the construction of accountability platform and the third party reputation.And the thesis explores the methods and paths for the provincial governments to enhance public value and the countermeasures to improve the transparency of public value governance.
