摘要
"多规合一"的本质是规划协调,随着"多规合一"规划体系建设与协调合作实践的逐步深入,主管部门之间的协调途径成为关注焦点,不同的协调途径将带来建设成本差异,对权益分配也会产生影响。各规划主管部门同时也是行政职能机构,围绕协调模式展开部门博弈。本文运用博弈论方法比较两类协调模式的一次博弈成本与重复博弈下的长期成本,并分析其可行性以及改变条件对博弈结果的影响,以便创新部门"多规"常态化合作的实践方式,为完善规划体系服务。
The essence of“Multi-Planning Integration”is planning and coordination,with the development of the"multi-regulation and one"planning system and the practice of coordination and cooperation,the coordination betweencompetent departments has become the focus,different ways of coordination will bring about the difference of constructioncosts,and also affect the distribution of rights and interests.Each planning department is also an administrative functionorganization,which launches departmental games around the coordination model.In this paper,the game theory is used tocompare the game cost of two types of coordination model and the long-term cost under repeated game and analyze thefeasibility and the influence of changing conditions on the result of the game,so as to make the innovation department"multirule"normalization cooperation practice,and serve the improvement of the planning system.
