摘要
资本回流是农村市场化进程中的必然现象和长期趋势。工商资本投资农业,通过工业化理念改造传统农业,将工业化的经营模式和发展方式移植到农业中,实现了资本维度对劳动力维度的取代。新时期进一步推进工商资本投资农业,首先应当明确工商资本的权利边界,合理引导其投资行为,实现工商资本生产要素潜能最大化;其次识别新时期工商资本的投机行为,并实施风险规避及差异化监管;最后构建工商资本投资农业的评价指标体系,为工商资本投资农业提供标准与测度。
Capital backflow is an inevitable phenomenon and long-term trend in the process of rural marketization.Through remolding traditionalagricultural by industrial ideas and transplanting industrialized operating modes and ways of development into agriculture industry,capitaldimension substituting labor force dimension has been realized.In this new period,in order to further industrial and commercial capital investingagriculture,the rights boundaries should firstly be clarified,guiding reasonable investment behaviors,thus to realize the productive factorpotential maximization of investing agriculture of industrial and commercial capital.Secondly,the speculation behaviors of commercial andcommercial capitals should be identified,implementing risk circumvention and differentiated regulation.Finally,the evaluation index systemshould be established to provide standards and measures for industrial and commercial capital investing agriculture.
