新型城镇化中的城乡社保制度统筹发展研究

A Study on the Overall Development of Urban and Rural Social Security System in New Urbanization

城乡社保制度统筹发展作为新型城镇化进程中的重大战略问题,对于我国全面建设小康社会,落实五个统筹及推动新型城镇化的高效合理运行具有显著的现实意义和深远的历史意义。基于此,文章通过对城乡社保制度的发展现状及主要问题的系统性分析和阐述,从城乡二元经济社会结构与户籍制度、政府的财政投入水平与城乡分配结构、城乡居民的社会保障意识与参保积极性三大层面归纳概括出导致城乡社保制度差异的深层次原因,在借鉴国外社保制度模式及其经验特点的基础之上,提出深化户籍制度改革,构建城乡一体化的管理制度,完善城乡收入分配格局,制定统一的社会保障政策等城乡社保制度的统筹发展策略。

As a major strategic issue of new urbanization process,the overall development of urban and rural social security system has significantpractical and far-reaching historical significance on building a well-off society in an all-round way,implementing"five overall plans"and promoting the efficient and rational operation of new urbanization in China.Based on this fact,the article analyzed the development status and mainproblems of urban and rural social security system systematically,as well as generalized the deep reasons leading to the differences between urbanand rural social security system from several aspects,including the dual economic society structure of the urban and rural and the household registration system,the investment level of the government and the distributing structure between the rural and urban areas,and the social securityawareness and insurance initiative of residents.At the same time,the article also proposed the overall development strategy of the urban and ruralsocial security system on the basis of drawing lessons from foreign social security model and its experience,including deepen the reform of thehousehold registration system to construct urban and rural integration management system,perfect the pattern of urban and rural income distribution to formulate a unified social security policy etc.
