摘要
就近入学作为当前政府大力推行,旨在促进义务教育公平、提升人民群众对教育改革发展获得感的重要政策,既不是在既定教育资源分布均衡状态下维持原有均衡的教育政策,也不是在既定教育资源分布不均衡状态下改变分配规则以使其有利于处境不利者的教育政策,只是在教育资源分布不均衡状态下维持原有不均衡的一种教育政策,就政策本身而言无法促进义务教育公平。但其主张的公平意志有利于公平正义的社会价值体系形成,以学区房为主要手段的择校行为明确了择校标准,并通过固化人群的教育流动限制了教育不公平进一步扩大。
The nearest entrance policy aims to promote the equity of compulsory education and enhance people's sense of acquisition from educational reform.It is neither the educational policy to maintain the already-existing equity in the equally-distributed state of established educational resources,nor is it the educational policy to change allocation rules for the good of the disadvantaged in the unequally-distributed state of established educational resources.It is only the educational policy to maintain the already-existing inequity in the unequally-distributed state of educational resources.As such,it cannot promote the equity of compulsory education.The equity resolution it advocates,however,is certainly conducive to the social value system formation of fairness and justice.
