我国目前高值医用耗材招标采购评价指标设置的探讨

Discussion on Tenders and Procurement Criteria of High-Value Medical Consumables in China

本文通过文献研究梳理了我国各省(区、市)高值医用耗材集中采购实施方案或采购文件等招标政策,总结了我国高值医用耗材招标采购指标设置主要基于"企业"、"产品"、"市场信誉"三大方面及主观、客观评价相结合的现状。分析了指标设置的目的及存在的不科学、重复、无效及难于操作等问题,提出了优化招标指标设置的对策和"是否通过创新医疗器械审查"新的建议指标,为今后开展招标采购提供参考。

This paper reviewed the tender policies and implementation plans of provincial centralized procurement of high-value medical consumables,and summarized that the key evaluation criteria of high-value medical consumable procurement fell into three aspects:manufacture,product and market prestige,and the present situation of the combination of subjective and objective evaluation.The aiming of indicators and the existing problems of tender evaluation which was unscientific,repetitive,noneffective and hardly-handled were analyzed.Based on the analysis,we provided recommendations and solutions of tender optimization,for example,adding new indicator-whether to pass innovative medical device examination or not,which could be used as a reference for future centralized procurement of high-value medical consumables.
