明刻本《盐法条例》考

A Study On the Block-printed Edition of Salt Law Regulations in Ming Dynasty

《盐法条例》一书,由两淮巡盐御史许三省编纂,成书于万历三年(1575),刊刻于万历四年。此书流传甚罕,古今藏书目录绝少著录。《盐法条例》共二十二卷,现存卷十一、十二两卷,主要收录了嘉靖十二年至十五年(1533—1536)诸位巡盐御史的奏疏和户部的回应。这些奏疏,大多不见他书收录,故而此书在版本、校勘、辑佚等方面价值颇高。这些盐务官员的奏疏和户部的回应,不仅反映了当时盐业生产、运输、销售诸环节中出现的突出问题,并且可以从中了解到各级官员提出的解决问题的办法。《盐法条例》所记载的史实,既是经济问题,也是政治问题。

The book Salt Law Regulations was compiled by the salt officer Xu Sanxing of Lianghuai and completed in the year of1575,printed in the fourth year of Wanli.The book was not popular and also little catalogued in the ancient and present book collections.The Salt Law Regulations had twelve volumes but only the eleventh and twelfth volume remained,mainly including the memorials of the salt officers to the throne and the replies of the Ministry of the Revenue.The memorials were excluded in other books,thus the book got high value in its version,emendation and edition.The contents of the book reflected the major problems of production,transportation,marketing of salt industry,on the other side,the according solutions proposed by officers were showed.The documented history in the book was not only economic problems but also political problems.
