能源消费“十三五”规划目标的可行性分析——基于多维预测的检测

Feasibility Analysis of Energy Consumption of “13th Five-Year” Planning Objectives——Based on Multidimensional Prediction

2016年底,中国发布了《能源发展"十三五"规划》,提出2020年中国能源消费总量要控制在50亿吨标准煤以内。"十三五"时期是中国经济发展的重要拐点,在"十三五"的经济背景下,检测这一能源消费目标的可行性具有必要性和现实意义。本文从能源消费总量、人均能源消费量、产业结构、城乡人口结构4个维度预测了2020年中国能源消费量,其中基于产业结构维度预测了2020年中国生产能源消费量,基于城乡人口结构预测了2020年中国生活能源消费量,最终得到2020年中国能源消费总量的3个预测值依次为46.3亿吨标准煤、50.1亿吨标准煤、50.4亿吨标准煤。最后本文认为能源消费"十三五"规划目标具有可行性。

By the end of2016,China issues“energy development plan in13th Five-Year”in which proprosing that2020China’s total energy consumption should be controlled within50million tons standard coal by2020.This paper predicts China’s energy consumption by2020from four dimensions of total energy consumption,per capita energy consumption,industrial structure,urban and rural population structure,three forecast value was46.3tons of standard coal,50.1tons of standard coal,50.4tons of standard coal.At last the paper considers that it is feasible to realize the“13th Five-Year”planning objectives.
