国家与地方创新调查制度实施情况综述——以天津为例

On Implementation of Innovation Survey System at National and Provincial Levels:A Case Study of the City of Tianjin

对《国家创新调查制度实施办法》进行了政策解读,对国家和地方创新调查制度建设、实施情况进行了梳理。以天津市为研究对象,重点对天津市科技部门、统计部门开展的创新调查工作进行了详细说明。根据《国家创新调查制度实施办法》的要求,对地方开展创新调查工作提出了建议:建立天津市"十三五"创新监测指标体系,完善示范区统计监测评价工作,加强企业创新数据分析研究,为创新调查工作提供稳定的经费支持。

The paper interprets“Measures for the Implementation of the National Innovation Survey System”,and sorts out institution building and implementation practices at national and provincial levels.According to the policy,it analyzes how the innovation survey work is carried out in Tianjin.Finally,the paper gives some suggestions:establishing the innovation monitoring index system from2016to2020;improving statistical monitoring in Demonstration Zone;strengthening enterprises innovation data analysis;providing stable financial support.
