我国矿产资源配置中存在的市场竞争不充分、有偿使用制度不合理、制度体系不完善等突出问题,亟需创新矿产资源配置机制,改革矿业权出让制度,按照"使市场在资源配置中起决定性作用和更好发挥政府作用"改革要求,坚持人民立场、公平公正高效配置资源,坚持市场竞争取向、遵循矿业发展规律等原则,牢牢把握改革矿业权出让方式、创新经济调节机制、调整下放审批权限等关键环节,处理好顶层设计和试点先行等关系。

The problems of China's mineral resources allocation are mainly as follows:insufficient market competition,unreasonable paid use system,imperfect system and other outstanding issues.The mineral resources allocation mechanism is urgent to be innovated,and the mining rights transfer system needs reform.In accordance with the reform requirements of"The market plays a decisive role in the resources allocation and the government plays a better role",adhere to the principles of"standing in the people's position to allocate resources fairly and efficiently,and guided by the market competition to follow the rule of mining industry development",grasp firmly the key links of"reforming the mining rights transfer way,innovating economic adjustment mechanism,and decentralizing approval authority",and handle the relationships such as the top design and first pilots and so on.
