摘要
地勘行业处在一个大转型、大变革的时代背景中,推进转型升级是地勘行业新形势下做出的必然选择。新形势要求地勘行业转型坚持市场化导向,顺应生态文明新潮流,符合事业单位分类改革管理新规定,切实做好公益服务。推进地勘行业转型升级的战略选择:(1)做好地勘行业转型升级的制度框架;(2)建立激励地勘行业转型的体制机制;(3)制定规划,瞄准新的增长点;(4)增强地勘单位转型升级的内在竞争力。
Under the background of economic transition and reforming,geological prospecting industry is bound to promote transition and upgrading.To adapt to this new situation,the transition of geological prospecting industry should adhere to the principle of marketoriented,should conform to the new trend of ecological civilization construction.In addition,it should also comply with the new management regulations of restructuring of different categories of public institutions,in order to provide good public service.Accordingly,strategic choices for stepping up the transition and upgrading of geological prospecting industry are:(1)setting up a proper framework for the transition and upgrading of geological prospecting industry;(2)establishing incentive mechanism to encourage the geological prospecting industry to upgrade itself;(3)making plans that aim at new growth points;(4)strengthening the Intrinsic competitiveness of geological prospecting institutes for transition and upgrading
