山东省矿山闭坑地质报告编制情况调查研究

Investigation and Study on Compilation of Geological Report of Closed Mine in Shandong Province

闭坑矿山管理是资源管理的重要环节,矿山闭坑地质报告是矿山闭坑的主要依据之一,不仅需要满足矿产资源储量及地质管理的闭坑内涵,更关系着资源合理开发利用和有效保护。文章对山东省内矿山闭坑地质报告编制情况进行了调查,分析了闭坑地质报告编制工作在国土资源管理中的现实意义、闭坑地质报告管理的现状及存在问题。做好闭坑地质报告监管工作的建议:(1)建立基于矿山全生命周期的闭坑规划及实施机制;(2)建立适用于山东省的闭坑地质报告编写规范;(3)建立矿山闭坑储备金制度。

The management of closed mines is an important part of resource management.The geological report is one of the main basis to decide whether the mine should be closed or not,which not only needs to meet the connotation of mineral resources reserves and geological management,but also is related to the rational exploitation and effective protection of mineral resources and.In this paper,we investigate the compilation of geological report of closed mines in Shandong province,then we analyze the practical significance of the geological reports in the land and resources management,also the present situation and existing problems of the geological reports management.Finally,we promote several suggestions.Firstly,we should establish a closed-pit planning and implementation mechanism based on the mine's full life cycle.Secondly,we should establish a standard for the geological reports compilation applicable to Shandong Province.Thirdly,we should establish the reserve system for closed mines.
