The Enlightment of “Experiential Enforcement” to Perfect the Social Security Management

"体验式"执法并非"法外处罚",其实质是处罚与教育有机结合。公民通过亲身体验其行为的危害性与严重性,有利于增进对社会治安管理规则的理解和认同,树立规则意识,自觉遵守社会规范。"体验式"执法虽有一些漏洞和值得商榷之处,但是从执法理念、执法主体和执法效果等方面加以深度剖析,对完善社会治安管理有一定的借鉴意义。

“Experiential Enforcement”is not a“punishment outside the law”,and its essence is the effective combination of punish?ment and education.The dangers of their behavior and severity will enhance citizens’understanding of the social security managementrules and identification,their consciousness to abide by social regulations,and set up the rule awareness.There are some questionableloopholes in“experiential enforcement”,but a lot of reference values to perfect the social security managementfrom are refleced in the con?cept of law enforcemen,law-enforced body and the law enforcement effect.
