摘要
基于道路使用者对PPP高速公路收费价格的敏感性,探究特许期定价与分流率的联动机理,建立特许定价与高速公路分流率的关系函数。同时,在考虑特许期定价与高速公路分流率联动关系的前提下,构建高速公路PPP项目自由现金流计算的系统动力学模型,并通过还款付息要求对特许期定价进行约束。基于分流率约束及还款付息约束,建立PPP高速公路项目综合利益最优模型,以P市PPP高速公路项目为例对最优定价进行求解。
Based on the sensitivity of road users to the charges of PPP Expressway,the linkage mechanismbetween concession price and distribution rate was explored,and the relational function of concession price andthe distribution rate of highway was established.At the same time,under the premise of considering thelinkage relation between concession price and highway distribution rate,the system dynamic model wasestablished to calculate the free cash flow of PPP project with payment and interest constrain.Based on theconstraint of distribution rate and payment,PPP optimization model was established.Taking PPP highway projectin city P as an example,the optimal pricing problem was solved.
