A Study on the Institution and Mechanism of the Pioneer Square Historic District Preservation and Renovation in Seattle

西雅图先驱广场街区是美国历史街区保护与复兴的成功案例。在梳理了先驱广场街区从衰落到遭受再开发威胁,及至保护制度建立和街区复兴的过程后,从制度机制视角系统分析了在这个过程中联邦城市更新政策调整、社区业主的保护更新努力、保护立法,以及地方政府系列保护更新激励措施所起的作用,最后结合我国当前历史街区保护更新中存在的问题,提出了相应的对策建议。

Pioneer Square Historic District is a successful case in historic area preservation and revitalization in America.The paper firstly reviews the process of the historic district from decline to facing redevelopment threaten and to preservation institution establishment and revitalization.Secondly,from the perspective of institution and mechanism,it analyzes the roles of the federal urban renewal policies adjustment,the property owner's efforts to the district preservation and renovation,the establishment of the preservation rule and institution,and other multiple measures from the local government in the district revitalization process.Finally,according to the current situation of the historic district preservation and renovation in China,it gives a few suggestions.
