基于shapley值的PPP项目利益分配研究

Research on Profit Distribution of PPP Project Based on Shapley Value

如何通过合理的利益分配方式激励合作各方高效率地完成PPP项目目标,是目前学界研究PPP问题的重要方向。针对PPP模式的特点,设计了事前、事后两阶段利益分配流程,提出了利益分配应遵循的原则,以及影响利益分配的因素,构建了基于shapley值的PPP项目利益分配模型。模型在经典shapley值的基础上,考虑影响利益分配的因素提出了改进shapley值,引入不确定性提出了区间shapley值。最后,以北京地铁4号线作为实证分析的案例证明了模型的有效性和实用性。实证研究区别于以往仅仅给出算例的研究,而是利用有限的数据构造出了计算所需的量,并检验了模型的实用性。

How to motivate the parties to complete the PPP project objectives effectively throughthe reasonable benefit distribution is a vital research direction of PPP issue.According to thecharacteristics of PPP model,two stage benefit distribution processare designed in the paper,theprinciple and influence factors of profit distribution are put forward and the PPP project benefitallocation model is established based on cooperative game.Based on the classical Shapley value,itproposes the modified Shapley value after considering the factors influencing profit distribution,and the interval Shapley value after considering uncertainty.In the end,Beijing Metro Line4istaken as the case of empirical analysis to prove the validity and practicability of the model.Itdiffers from previous studies which only shows a simple example,cleverly constructs the amount ofcomputation required using limited data,and tests the validity and practicability of the model,which has a certain reference value for future research and practice.
