为克服传统城镇化的障碍,PPP这一新型投资建设模式得到政府的大力支持和推广。在讨论PPP模式应用于新型城镇化建设可行性的基础上,设计新型城镇化背景下PPP模式的结构框架,分析研究了该模式框架在新型城镇化建设中的实现路径,并提出了该模式运行的保障机制,对于新型城镇化目标的顺利实现具有一定的借鉴意义。

In order to overcome the obstacles of the traditional urbanization,PPP this new investmentpattern has been strongly supported and promoted by the government.Based on the feasibility of the newurbanization construction,PPP model designs its framework under the design the construction of newtowns,analyzes and studies the effective way to apply the framework of this model,and puts forwardthe guarantee mechanism to promote the operation of this model which,to a great extent,has referencesignificance for the well-realization of the goal of the new urbanization.
