公安部颁布实施的"双千计划"是一项公安院校与公安业务部门之间的人员互聘制度,是突破历史局限的机制创新,也是公安院校加强师资队伍建设、实现公安专业人才培养的必然途径。我们要全心全力解决"双千计划"实施过程中出现的各种困境,转变陈旧观念,去除表面化,从细节抓起,不断完善管理制度,创新工作方法,发挥各自优势,确保"双千计划"实施的效果最大化。具体的途径包括转变教育理念、革新考核体系、推进校局合作、创新引入模式、建立科学规划等。

“ShuangQian Plan”,enacted by the ministry of public security,is a mutual employmentsystem between public security colleges and public security departments.It is the mechanism innovationto break through historical confinements,and serves as the necessary way to strengthen the constructionof teaching staff and train professional talents in public security colleges.We will wholeheartedly solvevarious difficulties emerged in the process of plan implementation.To maximize the effects of“ShuangQian Plan”,we should discard conventional concepts,erase the superficial,emphasizes thedetails,perfect management system,innovate working methods and exert respective advantages.Thespecific methods include changing education concepts,reforming evaluation system,promotingcooperation between public security colleges and bureaus,innovating recruiting model,establishingscientific plan,etc.
