Initial Construction of Political Theory of Disaster Management

灾害与政治间的联系已逐渐受到关注,而关于二者之间关系的理论构建尚缺乏系统性。受到灾害认知理念双向互动模式的影响,政治—行政研究领域逐步展开对灾害的政治学视域的研究。从灾害管理的政治理论视角、灾害管理的政治研究的学科身份及议题避责政治、府际政治、批示政治以及框架竞争政治可被视为中国灾害管理政治研究的核心议题。

The link between disaster and politics has already received attention gradually,while the theoretical construction of the relationship between them has also lacked systematicness.Influenced by bidirectionally interactive mode of the cognitive idea of disaster,political-admimistrative research tradition studies on the disaster from the field of vision of politics gradually.From the perspective of the political theory of disaster management,the discipline identity of the political study on disaster management and its issues(such as politics of evading responsibility,politics of inter-government,politics of written instructions or comments and politics of competition within a certain framework)can be seen as the key topics in the political study on China’s disaster management.
