Strengthen the Use of Intellectual Property Rights, and Promote the Transformation of Scientific and Technological Achievements

首先阐述了知识产权运用低下和科技成果转化率低的现状,其次分析了制约知识产权运用和科技成果转化的影响因素,从体系建设、市场需求、政策导向和管理制度几个方面剖析了阻碍知识产权转化应用的原因,进而说明促进科技成果的有效转化,提升知识产权转化率,让知识产权真正发挥功效以带动经济发展和企业进步是目前急需研究的重要课题。随后,相应地提出对策探究,以期能对如何提高科技成果转化率、加强科技创新提供有用的参考价值。

This paper first describes the l ow utilization rate of intellectual property and the low conversion rate of scientific and technological achievements.Secondly,it analyzes the influencing factors ofrestricting the use of intellectual property rights and the transformation of scientific and technological achievements from the aspects of system construction,market demand,policy guidance and management system.Furthermore,it states that it is an important issue urgently needed to be studied and shows that it is also an important issue to promote the effective transformation of scientific and technological achievements,to enhance the transformation rate of intellectual property rights and to make the real effect of intellectual property to promote economic development and enterprise progress.Then,the corresponding countermeasures are put forward so as to provide useful reference value for how to improve the conversion rate of scientific and technological achievements and strengthen scientific and technological innovation.
