From the view of game theory,the paper puts the library in the core role position of cooperative data service,analyzes its relationship with other stakeholders,seeks Nash equilibrium state;proposes the cooperative game strategy of multi win situation and constructs the guarantee mechanism to achieve the smooth and effi cient development of data service.
