清代浙江督抚设置考述

The Study on the Setup of Governor-general and Provincial Governor in Zhejiang during the Qing Dynasty

浙江督抚设置始于明代,通常总督主军政、巡抚主民政,清代督抚实际身兼军民二政。入清之初浙江即分设有总督、巡抚,清初浙江总督裁设归并不定,至乾隆三年浙江总督裁撤,浙江自此归闽浙总督兼辖成为定制。清代浙江始终设置有巡抚,只是其职数度短期为浙江总督、闽浙总督所兼管或为布政使所代理。

The establishment of Zhejiang governor-general and provincial governors began in the MingDynasty.Usually,the Governor-general is mainly responsible for the military,while the provincial governoris in charge of civil administration,In fact,the governor-general and provincial governor in the Qing Dynastyhold the powers of both civil and military.In the early Qing Dynasty,the official posst of governor-generaland the provincial governor were respectively set up in Zhejiang province,however the abolition and mergerwere uncertain.Until three years of Qianlong,the governor-general of Zhejiang was abolished.From then on,Zhejiang has since been governed by the governor-general of Fujian and Zhejiang provinces.All in all,Zhejiang has always the official post of province-governor in the Qing Dynasty,but the post was replaced bythe governor-general of Zhejiang for several times or concurrently governed by the governor-general ofFujian and Zhejiang or agented by the provincial administrative commissioner.
