公共服务信息化对于实现农村基本公共服务均等化、解决农村公共服务最后一公里问题都具有重要的实践价值。调研发现,当下中国农村公共服务信息化还存在基础设施、信息技术、制度机制、专业人才等方面的诸多困境。提升农村公共服务信息化水平,必须以当前农村公共服务信息化存在的困境为着力点,构建一个以农民办事不出村为目标、以农民办事不出村信息化系统为载体、以跨界协同机制和信息技术为支撑的农村公共服务信息化治理体系。

Public service informatization has a significant practical value toward the realization ofequalization of basic public services in rural areas and the solution of the last one-kilometer problem for ruralpublic services.Investigation and survey expose that There exist many predicaments in current rural publicservice informatization such as in the aspects of infrastructure construction,information technology,institutional mechanisms and professional personnel.In order to update the level of rural public serviceinformatization,the point of strength has to be built on the plight of the current rural public serviceinformatization.Therefore a rural public service informatized governance system is supposed to beconstructed based on the goal that the farmers obtain public services without going out of the village,the ruralpublic service information system as the carrier,the trans-boundary synergistic mechanism and informationtechnology as the bolster.
