摘要
"一带一路"战略的深入推进为沿线各省高技术产业发展带来重大机遇,紧抓机遇提升R&D效率是关键。本文以2009~2015年"一带一路"沿线15省高技术产业R&D活动为研究对象,采用DEA-Malmquist指数法对其R&D效率进行测度分析。结果显示:"一带一路"沿线省份高技术产业整体R&D效率有待提升;技术进步指数基本呈现下降趋势,而全要素生产率变动与技术进步指数变动情况趋于一致;不同省份推动或阻碍高技术产业R&D效率提升的原因各异。最后,根据研究结论,结合"一带一路"战略,给出有助于R&D效率提升的政策建议。
The in-depth promotion of“the Belt and Road Initiative”has brought great opportunitiesfor the development of high-tech industries in the provinces along“the Belt and Road”.It is key to seize theopportunity to promote R&D effi ciency.In this paper,the R&D activities of high-tech industries in15provincesalong“the Belt and Road”in2009-2015are studied,and the R&D effi ciency is analyzed by DEA-Malmquistindex method.The results show that the overall R&D effi ciency of the high-tech industry in the provinces alongthe“Belt and Road”is to be improved.The technical progress index shows the decline trend,and the change ofTFP is consistent with the change of the technological progress index.Different provinces have different reasonsfor promoting or impeding the effi ciency of R&D in high-tech industries.According to the research conclusion,based on the background of“the Belt and Road”,some policy recommendations have been put forward.
