全球网络治理多方模式和多边模式比较与中国对策建议

Comparison of Global Network Governance's Multi-stakeholder Model between Multilateral Model and China 's countermeasures

多方模式和多边模式的二元对立和人为冲突,已经严重影响中国网络治理的政策与主张,影响到国际网络治理的正常合作,同时严重困扰了国际社会对中国网络治理的理解。本文首先通过历史回顾的方法,系统梳理了多方模式和多边模式的演进历程和历次博弈,通过对比分析,总结了两者模式的特点及优劣势,认为两种治理模式各有所长,各有自身擅长领域,我们必须摈弃二选一的传统对立思维,把两者模式有机融合起来,才能更好发挥网络治理的能力和效用提升。中国应该旗帜鲜明地积极拥抱多方模式,与多边模式一起,双管齐下,各有侧重,双轮驱动,进一步深化和创新中国国内网络治理的实践和理论,提高治理能力,扩大中国在国际网络治理的包容性,提升中国在国际网络治理中的话语权和领导力。

Binary opposition and human conflict between Multi-stakeholder model and Multilateral model,has seriously impact policy advocate of China on network governance,affects normal cooperation on international network governance,also seriously disturbed the understanding of Chinese network governance of the international community.This paper starts with a historicalreview,systematically combs the evolution and every games between Multi-stakeholder model and Multilateral model.By The contrast analysis,the characteristics and advantages and disadvantages of these two models are summarized.This text considers,the two governance models have their own advantages,each has its own area of expertise.We must reject the traditional dichotomous thinking of choice one,integrate the two patterns organically,in order to better play the ability and utility of network governance.China should take a clear-cut stand and embrace the Multi-stakeholder model,along with the multilateral model.They can do both,each model should have its own focus and different models should complement and reinforce each other.We will further deepen the innovation and practice theory and governance capacity of China's international network governance,expand China's inclusiveness in international network governance,improve China's voice and leadership in international network governance.
