Internet Power in the Muslim World:Research Report of the Internet Industry and Governance in Saudi Arabia

沙特阿拉伯作为二十国集团中唯一的阿拉伯国家，在坚持维护伊斯兰传统和王权的同时，为了服务于国民经济和社会的进步，特别是油气资源的信息化生产，经过二十多年的发展，已经在互联网应用推广方面接近西方发达国家的水平，初步建立起的互联网治理体系。特别地，为了保护王国的主权和经济安全，沙特实行了非常严格的互联网信息审查制度。然而，过度的政府干预实际上束缚了非政府部门在网络治理中的必要作用。为了弥补本国在互联网技术和管理上的严重不足，在保证政府与本土企业主导地位的条件下，沙特政府鼓励与外国先进互联网企业进行合资与技术合作。另外，为了实现更高水平的互联网治理，沙特也亟需完善相关的法律法规。

As the only Arabian country in the Group of20(G20),concerned by maintaining authorities of Islam and the ruling royal family of Saudi Arabia,serving its socio-economic development,especially the informatization of oil production,since the early1990s,Saudi Arabia has basically closed the gaps with major Western developed countries in terms of internet application and development,and it has basically built a system of internet governance.In particular,for defending its sovereignty and economic security,Saudi Arabia implements quite strict internet censorship.However,excessive intervention from the Saudi government actually greatly limits the necessary role that non-government sectors can play in the internet governance.In order to make up Saudi Arabia's disadvantage in internet technology and management,without giving up the dominant position of Saudi government and local enterprises,Saudi Arabia encourages collaborations with advanced foreign companies by joint ventures or technological cooperation.Besides,it is highly imperative for Saudi Arabia to improve the lawmaking responding to greater demand of internet governance.
