河北省生态涵养工程建设的思考——以京津冀协同发展为视角

Study on the Construction of Ecological Conservation Project in Hebei Province

目前京津冀三地生态建设水平存在着较大差距,河北省的生态建设一直是京津冀区域内的"短板"。河北省应抓住京津冀协同发展的机遇,把握好生态建设的主动权,实施河北省生态涵养工程,全面提升区域内生态环境的质量。为此,河北省应进行科学合理的生态规划,走生态特区发展之路,构建多层次、多功能的生态涵养区,充分发挥市场作用,提高生态工程资源配置和建设效率,使河北省成为京津冀发展的生态支撑区,变污染输送为生态输送。

At present,there is a big gap between Beijing,Tianjin and Hebei province in ecological construction level,in which ecological construction of Hebei province has been the"short board"of Beijing-Tianjin-Hebei region.Hebei province should seize the important opportunity for the coordinated development of Beijing,Tianjin and Hebei province,grasping the initiative of the ecological construction,and implement the ecological conservation project in Hebei province,so as to enhance the quality of the ecological environment comprehensively in this region.Therefore,Hebei province should carry out scientific and reasonable ecological planning,go the way of ecological zone development,construct multi-level and multifunction ecological headwater,fully give play to the role of the market,improve the efficiency of ecological engineering resource configuration and construction efficiency,make hebei province as the ecological support of the Beijing-Tianjin-Hebei region progress,and change pollution to the ecological transportation.
