积极稳妥推进长期护理保险试点的思考

Thoughts on Actively and Steadily Promoting the Pilot of Long-term Care Insurance

建立长期护理保险制度在国家战略布局中具有举足轻重的特殊作用。按照中央任务要求,人社部制定印发试点文件,选择15个城市组织开展试点。截至7月底,上海、长春、广州、成都、青岛等13个城市已经正式出台文件启动试点。重庆、宁波还在抓紧完善试点方案。在试点过程中,有许多需要研究和应对的问题,比如服务体系发展滞后对保障效应的影响,经济下行压力等外部环境对资金筹集的影响,标准体系建设不健全对经办服务的影响等。

The establishment of long-term care insurance system plays an important role in the national strategic layout.In accordance with the requirements of the central task force,the Ministry of Human Resources and Social Security issued pilot documents and selected15urban organizations to carry out pilot projects.At the end of July,Shanghai,Guangzhou,Chengdu,Qingdao,Changchun etc.has offi cially issued a document.Chongqing and Ningbo are still stepping up eff orts to improve the pilot program.In the pilot process,there are many needs to study and deal with the problems,such as the lag infl uence on the eff ect of security service system development,infl uence of downtown pressure on the economy and other external environment to raise funds,the construction of standard system is not perfect for handling service eff ect.
