荆门市探索建立长护制度的实践

Practice of Establishing Long-term Care Insurance System in Jingmen

2016年,荆门市被确定为全国长期护理保险制度首批试点城市。为做好试点工作,荆门市抢抓机遇,将其列为"一号民生工程",集中力量搭建基本制度,建设服务体系,优化经办管理,于当年11月出台了《荆门市长期护理保险办法(试行)》,成立专门工作机构,建立财政资金保障长效机制。通过探索"五个三"新路径,推进"五化"服务体系建设,使试点工作平稳实施、快速推进,也使长期护理保险从无到有、从构想到落地,成为了荆门市民生保障又一重要支点。

In2016,Jingmen was identifi ed as the fi rst pilot city of the national long-term care insurance system.For this work,Jingmen seizes the opportunity,making it"No.1people's livelihood project",and concentrates on building a basic system,building a service system and optimizing the management of management.The longterm care insurance method(trial)was introduced in November.Jingmen set up a special working body to establish a long-term mechanism for fi nancial support.Through exploration and innovation,Jingmen ensures the smooth implementation of the pilot work and the rapid advancement.It also made long-term care insurance have been from scratch,from conception to landing,and became an important fulcrum for the protection of people's livelihood.
