视频断点分析法在侦查破案中的应用研究

A Study on the Application of Video Breakpoint Analysis Method Used in Criminal Investigation

视频监控具有实时监控和事后回放的功能,在侦查破案过程中的作用逐步凸显。侦查人员通过依法获取的视频图像信息综合利用其他侦查手段,能够快速锁定可疑人员、可疑车辆、可疑物品等涉案目标,从而查明案件事实,查获犯罪嫌疑人。在以视频监控为主要侦查手段进行侦破案件的过程中,最为核心的就是对涉案目标沿线轨迹进行分析刻画,但在视频循线追踪的过程中由于各种原因,经常会出现视频监控中涉案目标消失的情形,这就是侦查破案中的视频断点。现立足于实证的角度,针对视频断点出现的不同情形逐一提出相应的侦查对策,以期对侦查理论和实务界有所裨益。

Video surveillance has the function of real-time monitoring and checking after the case,and it plays an important role in investigating and solving cases.Investigators can quickly locate the suspicious personnel,suspicious vehicles,suspicious objects and other targets through the acquisition of video information and the use of other investigative means.This will help investigators find out the facts of the case and seize suspects.In the process of investigation with video surveillance,the most important thing is to analyze and describe the trajectory of suspected targets,but there are many reasons for the disappearance of the suspected targets in the process of video tracking,which is the video breakpoint in the investigation process.Based on the empirical point of view,this paper puts forward some corresponding countermeasures aiming at the different situations of the video break-point in order to benefit the investigation theory and practice.
