土地整治项目PPP模式比较分析

Comparative Analysis of Public-private Partnerships Mode in Land Consolidation Project

土地整治已经上升为国家层面的战略部署,但资金难题长期困扰土地整治工作的开展,国家鼓励政府和社会资本以PPP模式合作参与土地整治,破解土地整治融资困境。文章运用综合分析法对现有的土地整治项目PPP模式实践案例进行归纳,分为新型城镇化建设模式、现代农业规模经营模式和"三旧"整治开发模式三类;并从项目投资主体、项目收益来源和模式使用条件对三种模式进行比较分析,为其他地区开展公私合作的土地整治项目提供思路和方法借鉴。

Land consolidation has risen to a strategic plan at the national level,but the financial problems have long been plagued by land consolidation work.The state encourages the government and social capital to participate in the land consolidation and cooperate in the mode of public-private partnerships(PPP)to solve the financing difficulties of land consolidation.This paper uses the comprehensive analysis method to summarize the existing public-private partnerships mode in land consolidation project which is divided into new urbanization construction mode,modern agriculture scale business model and the“three old”remediation development model;and from the investment subject,the source of income and application conditions,the three models are compared and analyzed to provide ideas and methods for other areas to carry out public-private partnerships land consolidation projects for reference.
