摘要
A医院搬迁新院区后,面临着管理升级的重要课题。笔者以解决医院从规模发展到精细化管理过程中绩效管理存在的现实问题为出发点,结合医改文件精神,运用RBRVS理论和平衡计分卡理论,建立有效的医务工作者绩效考核体系;运用岗位评价工具,建立有效的职能科室绩效考核体系;运用目标管理理论,建立核心骨干绩效考核体系,重新设计医院绩效管理架构和体系。文章所探索的绩效管理改革是以医院战略目标为导向,通过组建绩效管理委员会、绘制绩效战略地图、完善医院信息系统等措施,确保绩效考核过程、结果应用落地,具有一定的可操作性和借鉴意义。
A hospital is facing an important issue of management upgrading with the development.Combined with the spirit of the Medical and Health System's reform and the problems exisiting in performance management,the author put performance management reform practice as a breakthrough point.Firstly,RBRVS Theory and Balanced Scorecard Theory were used to set up an effective hospital performance appraisal system;secondly,post evaluations were exerted to construct an effective performance appraisal system;thirdly,a core staff performance appraisal system was built based on Management by Objectives Theory.The author designed the performance management framework of A hospital,thinking about the measures to promote the implementation of the reform.In this paper,an operational,effective and hospital's strategical guided performance management was explored,which required organizing a Performance Management Committee,drawing a performance strategy map and optimizing the hospital information system.
