相较于高校思想政治理论课的其他课程,形势与政策课设立时间较短,学科体系建设与师资队伍建设相对薄弱。形势与政策课"一体化"教学改革,在供给侧和需求侧同时发力,系统整合全要素资源,强调教学科研一体化,备课立项一体化,调研授课一体化,反馈整改一体化,研究推广一体化,教研室课题组一体化,是一个系统性解决方案,是一个有效、可控、低成本、高收益的解决方案。
