摘要
通过目前建设工程安全质量监督机构在监管过程中遇到的监督人员执法地位不明确、工程推进与规范之间的矛盾、监管内容与监管责任之间的矛盾、监督资源与监督工程量之间的矛盾,探索通过明确监管人员的执法地位、完善上下级部门之间的沟通机制、建立人才引进机制、强化激励机制、充实监督资源的机制、完善责任清单和权力清单、强化与相关部门的联动协作机制等体制机制的改革方法,提高建设工程的监管质量。
Though analyzed the enforcement status of supervisory personnel is unclear and the contradictories between engineering adva nce a nd specification,reg ulatory content a nd reg ulatory responsibility,supervise resource and supervision quantities,this paper explored reform methods of to clarify the enforcement stature for supervisors in the institutions,complete the communication mechanism from superiors to subordinates,establish talents recruiting mechanism,strengthen fomentation mechanism,enrich the supervision resources,improve the rights and responsibilities inventories,take form of strengthening ways for interlocking related departments,and other mechanism and system reforms to elevate supervision quality in construction.
