中国共产党第十八届中央委员会第六次全体会议提出要"改进自下而上的民主监督"。自下而上民主监督的措施、制度和机构已有不少,权力腐败却治而不绝。不系统地从根源上治理官员权力、从而保障人民群众的权力,自下而上的民主监督就难以有效改进。权力的深刻根源存在于社会的经济结构和社会的文化发展。从权力的源头增进人民群众权力、控制官员权力,是改进自下而上民主监督的有效路径。

The sixth plenary session of the18th CPC central committee proposed to improve bottom-up democratic oversight.There are many measures and institutions of bottom-up democratic oversight,but Power corruption still exists.It needs somemeasures from the source of bottom-up democratic oversight to improve it.The power source exists in the economic structure ofsociety and the cultural development of society.
