浙江省建立绿色生态为导向的财政支农政策体系研究

Establishment of Green Ecological-Oriented Agricultural Fiscal Support Policy System in Zhejiang Province

经济新常态下,为进一步保障国家粮食安全,缩小城乡差距,增加农民收入,实现农业可持续发展,需建立以绿色生态为导向、促进农业资源合理利用与生态环境保护的农业财政政策体系。文章对浙江省不同时期财政支农政策措施取得的成效进行了总结,并结合财政支农政策实施过程中存在的问题,以及政策环境变化对财政支农工作带来的新要求,给出了浙江省绿色生态导向财政支农政策改革的具体原则和目标,提出(1)需构建完善以绿色生态为导向的财政支持体系。包括构建绿色财政支农政策体系,夯实农业发展基础;积极推进财政支农资金统筹整合;发挥市场决定性作用,探索政府购买服务。(2)从供给侧发力,促进农业资源的保护和可持续发展。包括支持绿色农业产业体系建设;支持农业基础设施建设;建立健全主要生态系统保护补偿机制;探索农业资源环境突出问题治理的支持政策;(3)充分发挥财政资金的撬动作用,引导金融资本、社会资本加大"三农"事业发展的投入。最后,为有效达成财政支农目标,并对绿色生态导向的农业财政政策进行客观评价,文章给出了一套完善的改革质量监控体系。

In order to further protect national food security,narrow the gap between urban and rural areas,increase the income of peasants and realize sustainable development of agriculture,it is necessary to establish green ecological-oriented agricultural fiscal support policy system.Green ecological-oriented agricultural fiscal support policy system is characteristic of green ecology rational utilization of agricultural resources.This paper summarizes the achievements of agricultural fiscal support policy in different periods in Zhejiang Province,and the new problems faced and demands brought by policy environment change.We put forward that firstly,it is necessary to construct green ecological-oriented agricultural fiscal supportpolicy system.It includesthe construction of green ecological-oriented agricultural fiscal supportpolicy system,consolidate the basis of agricultural development;actively promote the fiscal support for agricultural capital integration;play a decisive role in the market to explore government to purchase services.Secondly,it is important to promote the protection of agricultural resources and sustainable developmentfrom the supply side.It includes construction of green agriculture industry system;support agricultural infrastructureconstruction;establish and improve the main compensation mechanism of ecological system protection;explore policy support for outstandingagricultural resources and environmental problems.Finally,we should give full play to the role of leveraging financial resources.It means we should guide financial capital,social capital to increase investment in the Development of Agriculture,Countryside and Farmers.In order to effectively achieve the goal and objective evaluationof green ecological-oriented agricultural fiscal support policy system,the paper constructs a comprehensive quality control system.
