摘要 本文结合农业科技创新的概念和国家相关政策,分析了我国农业科技创新体系建设的现状,剖析了当前山西省农业科技创新体系建设中实际存在的问题,对运行机制、资金管理、激励机制等创新体系驱动条件提出构想,提倡建立以政府为主导、科研机构为主体、人才为核心的运行保障体系,并对山西农业科技创新体系的基本思路、目标、重点领域等方面的建设提出构想和思路。 Based on the concept and the relevant national policies of agricultural science and technology innovation,the current situation about the construction of agricultural science and technology innovation system in China was analyzed,and the actual unfavorable factors were dissected on Shanxi agricultural science and technology innovation system.Some suggestions on the driving conditions were proposed,including operational mechanism,fund management and incentive mechanism.The operational supports were promoted with the government-led,scientific research institutions as the main body,talents as the technology core.The basic ideas,objectives and key areas of Shanxi agricultural science and technology innovation system were put forward.
