摘要
在定量评价连云港市工业行业发展及土地利用状况,识别不同的行业发展状态的基础上,从供应方式、年期及价格三个方面构建了系统的差别化工业用地供应制度:(1)连云港市工业行业现状分布与行业发展理想状态存在偏差,应通过供应手段进行调整;(2)基于行业发展状态确定的供地方式符合行业发展规律,可引导产业结构调整;(3)基于行业生命周期确定的供应年期(或租期)可最大限度吻合企业生存年限,减少企业灭失时占据土地资产的风险。
On the basis of quantitatively evaluating the industry development and land use status of Lianyungang City and identifyingthe development status of different industries,the differentiated industrial land supply system is constructed from three aspects:supply mode,year and price.Firstly,there is deviation existed between the present situation of industry and the ideal state of industrydevelopment in Lianyungang City,so it should be adjusted by means of supply.Secondly,the supply mode determined based on theindustry development state meets the law of industry development,which can guide the industrial structure adjustment.Thirdly,thesupply period(or lease term)determined by industry life cycle may best meet the life span of the enterprise and reduce the risk ofoccupying the land assets when the enterprise is lost.
