从《货殖列传序》理解公共政策系统

An Understanding of Public Policy System Based on the Preface of "Biographies of Merchants"

《史记·货殖列传序》集中体现了司马迁的经济主张,也包含了一些有研究价值的政策思想。文章从政策系统的组成出发,通过对《货殖列传序》在政策主体的自利性、政策对象的顺从程度、政策环境的影响等方面的梳理分析,从另外一个角度理解政策系统,同时为优化公共政策系统提出建议。

The preface of“Biographies of Merchants”in“Records of the Historian"embodies the economic proposition of Sima Qian and contains some valuable policy thoughts.With the focus on the composition of policy system,this paper discusses the understanding of public policy system based on the analysis of the preface in policy subject,policy object and policy environment,and finally,it puts forward some suggestions for the optimization of public policy system.
