中国农村文化民生建设之道

Strategies on culture and people's livelihood construction in China rural area

当前中国农村文化民生建设主要存在农村公共文化产品供给不足、农村文化服务供需脱节、农村文化管理失范、农村文化民生产业发展滞后等问题。外国农村文化民生建设中提供的有益经验,如以农村社区为基本单元和重点强化公共文化民生设施建设,以农村社区公共文化服务平台及活动为载体推动核心价值观大众化,以农民合作组织为切入点将文化民生建设和生产经营有效融合,值得吸收与借鉴。据此提出中国文化民生建设的基本策略:推进社会主义核心价值观"四化",提高农民文化生活品质;以农村社区为重点,切实提高公共文化产品供给效能;以创新为第一动力,驱动农村文化产业健康发展;完善管理体制机制,确保农村文化民生健康发展。

Nowadays there exist several problems in the structure of culture and people's livelihood in rural area,such as insufficient supply in public cultural products,the divorce between supply and demand in cultural service,irresponsible regulation of rural culture,undeveloped rural cultural livelihood industry and so on.It is worthy of absorbing and accepting beneficial experience from overseas,such as strengthening the construction of public cultural and livelihood facilities with the rural community as a basic unit,promoting the popularization of core values based on public cultural service platform and activities in rural communities,efficiently combining cultural livelihood construction and operations based on farmer cooperative organizations.According to this situation,basic strategies of Chinese cultural livelihood structure is proposed:promotion of the"Four Modernizations"of Socialist Core Values,improvement of the quality of farmers'cultural life;taking rural communities as points to surely accelerate the supply efficiency of public cultural products;taking innovation as the first impetus to drive the healthy development of rural cultural industries;improving the management system and mechanism to ensure the healthy development of rural culture and people's livelihood.
